Our local CSA (County Service Area) is sponsoring a large Fourth of July event. They are renting out vendor slots to the locals to vend their wares. There will be a christian bookstore, a couple bake sales (to raise money for a local charity), a couple face painters, etc etc etc.
I want to make home made chocolates and sell them. I would NOT be making them on the premises and I WOULD be selling to other vendors and the general public. I would be inside in an environmentally controlled building, and they would be individually wrapped.
This would take place in Southern California.
I have asked a CSA employee and they were not sure but said they would find out for me and have made no headway (I have called back several times.)

The law seems to conflict (as usual). According to this http://www.co.marin.ca.us/depts/CD/Main/鈥?/a> "all food facilities that prepare, handle or serve unpackaged foods" has to have one. But then below, under exceptions are "temporary foods facilities" (what I would think you would be, but who knows?), farmers markets, produce stands selling uncut produce, selling prepackaged or non hazardous unpackaged foods. technically I think you do need a permit but I doubt anyone is going to care, if someone does make an issue take all your food and either give it away or take it home...its not worth getting in trouble but I highly doubt it will be an issue, tons of people do what you have described and do so without a permit so don't worry about itWould I need a Food Handlers Permit to...?
Generally, no. Rules are governed by things like if you are a small enough baker to be doing it in your kitchen (as opposed to a commercial kitchen) and how much you are making.
You do have to sterilize your equipment, but that is an honor system type of thing.
I'd still double check, but like I said, that's generally how the rules are done.
